ADHIKAR'26 is a two-day simulated mock parliament where students role-play Members of Parliament — to debate national issues, draft bills, and master the procedures that govern the world's largest democracy.

More than a competition, it is a crucible. Delegates leave with sharpened leadership, public speaking and critical thinking — and a deeper awareness of the rights and responsibilities of citizenship.

The Procedure

Know the instruments of debate.

Question Hour is the first hour of every parliamentary sitting where Members of Parliament question ministers about the working of their departments. It is the most powerful tool of legislative oversight and accountability.

Zero Hour follows Question Hour and allows MPs to raise matters of urgent public importance without prior notice. It is uniquely Indian and gives the floor to issues that demand immediate attention.

A No Confidence Motion is moved by the Opposition to test whether the ruling government still holds the confidence of the House. If passed, the Council of Ministers must resign — a high-stakes test of political legitimacy.

Impeachment proceedings — against constitutional functionaries such as the President, Judges of the Supreme Court and High Courts — may be introduced under Articles 61, 124(4) and 217. Procedure is strictly governed by Parliament's rules.
